The iPhone PDF merger problem — and the solution
The Files app on iPhone can view PDFs but cannot merge them. The Shortcuts app can combine PDFs — but only if you can find and configure the right shortcut, and it fails silently when PDFs are stored in iCloud Drive without being downloaded. Most PDF apps in the App Store either add a watermark, require a subscription, or ask for camera/contacts access for no clear reason.

- Tap Select PDFs — this opens the iOS file picker
- Navigate to the PDFs you want to merge: they can be in Files, iCloud Drive, Downloads, or any connected location (Google Drive, Dropbox, OneDrive)
- Tap each PDF to select it (or long-press to enable multi-select)
- Tap Open — the files load into the merger
- Drag the thumbnails to arrange the PDFs in the order you want
- Tap Merge PDFs — processing typically takes 5–15 seconds on iPhone
- Tap Download — the merged PDF saves to your Downloads folder in the Files app

The iOS file picker doesn't always make multi-select obvious. Here's how to select multiple PDFs at once:
- When the file picker opens, tap the three dots (…) menu in the top right
- Tap Select to enter multi-selection mode
- Tap each PDF file you want to include — checkmarks appear on each selected file
- Tap Open to add all selected files to the merger
If your PDFs are in iCloud Drive with the "Optimize iPhone Storage" setting active, they may show with a cloud icon. Tapping them will download them first — wait for the download to complete before tapping Open.
Using iPhone Shortcuts to merge PDFs (the built-in method)
The Shortcuts app has a "Combine PDFs" action available on iOS 15 and later:
- Open the Shortcuts app
- Tap the + button to create a new shortcut
- Search for "PDF" in the action list and add Select Files (set to allow multiple)
- Add Combine PDF Pages → set to "Appending"
- Add Save to Files and choose your destination folder
- Run the shortcut and select your PDFs when prompted
Limitations of Shortcuts: It cannot reorder pages visually before merging — files are combined in the order you select them. It also has no thumbnail preview. For most merging tasks, the browser method above gives more control.
Merging PDFs from different apps on iPhone
If your PDFs are spread across different apps and services, here's how to access each:
- Files app / iCloud Drive: Available directly in the file picker when you tap Select PDFs
- Google Drive: Tap "More" in the file picker → select Google Drive. Must have the Google Drive app installed.
- Dropbox: Similarly available as a location in the file picker with the Dropbox app installed
- Email attachments: Long-tap the PDF in Mail → tap "Share" → "Save to Files" — then select it from Files in the merger
- WhatsApp documents: Tap the PDF in WhatsApp → tap the Share button → "Save to Files" — same process
Where does the merged PDF go on iPhone?
When you tap Download, Safari saves the merged PDF to:
- Files app → Downloads folder — the default Safari download location on iOS 13+
- You can change the download location in Settings → Safari → Downloads → select On My iPhone, iCloud Drive, or another folder
From the Downloads folder, you can share the merged PDF directly to Mail, WhatsApp, Messages, AirDrop, or any other app via the standard iOS share sheet.

Why doesn't the Files app on iPhone have a merge option?
Apple has not added PDF merging to the Files app. It's a document management app, not a document editing tool. Merging PDFs on iPhone requires either a third-party app, the Shortcuts app, or a browser-based tool.
Does merging PDFs in Safari upload them to the internet?
No. ihatepdf uses WebAssembly — the merge operation runs inside Safari's JavaScript engine on your iPhone. The PDF data is never transmitted to any server. You can test this: put your iPhone in airplane mode after the page loads, and the merger still works perfectly.
Can I merge PDFs in the Files app without any extra tools?
