What OCR is doing, and where it goes wrong
Optical character recognition looks at the shapes in an image and decides which letters they are. The usual culprits are: a photo taken at an angle so the lines curve, poor lighting with a shadow across the page, low resolution, handwriting rather than print, unusual decorative fonts, and text printed over a busy background or a coloured stamp.

Getting a better scan in the first place

Editing in place versus adding a text box

Should you make the PDF searchable instead?
