Formal documents rarely number every page 1, 2, 3 from the cover. The standard structure numbers front matter — title page, contents, acknowledgements — in lower-case Roman numerals, then restarts at Arabic 1 on the first page of the body. To reproduce that here, split the document, number each part with the appropriate format and starting number, then merge the parts back together. Legal filings and court bundles often require continuous numbering across a whole bundle, which is what the custom starting number is for: number each document to continue from where the previous one ended.
If your document will be printed double-sided and bound, centred footers are safe but outer-corner numbers look more professional and are easier to thumb through. The thing to watch is the binding margin: leave enough space that hole-punching, stapling or perfect binding does not clip the numbers.
