To put multiple PDF pages on one sheet, use an N-up layout that scales each page down and arranges them on a grid. On ihatepdf, select your PDF, choose 2, 4, 6, 9 or 16 pages per sheet, pick A4, Letter or Legal in portrait or landscape, and download a new PDF with the pages arranged. The gap is the space between cells, and it is what stops two white-backgrounded pages from reading as one continuous block; if your pages have no visible border of their own, either raise the gap or switch on cell borders. The tool refuses to build a layout where the margins leave no room for the cells, which is the usual mistake when someone tries sixteen-up with a generous border.
